English Learners Language Instruction Educational Program

  • English Learners (ELs) are students who participate in specialized programming which teaches the English language when the native language is not English. Students are taught by a licensed EL teacher with instruction focused on reading, listening, speaking and written language.

    In accordance with the MN Statute 124D.61, ISD 748 supports and implements a robust Plan of Service for all qualifying English Learners. The Plan of Service outlines the following elements:

    • Placement Procedures (Entrance and Exit Criteria)
    • Program Description
    • Amount and Scope of Instruction
    • Communication Protocols

    English Learners also take part in required MN English Language Proficiency Assessments called Access for ELLs.  These assessments are administered to measure progress toward meeting MN standards for English language development.
